shridhar786 can you share the OE for this?

How can be a person be blind and visually impaired IMO it should be blind or visually impaired

OFFICIAL EXPLANATION

Remember the GMAT grammar bugbear about replacing a possessive pronoun with a subject: A and E are considered wrong, no matter how clear they are, because "he" has no explicit referent – "Herman's" doesn't count. Eliminate D because "people who are blind or visually impaired" is wordy; C is also awkward syntactically ("his founding of an organization") and unidiomatic ("the blind or visually impaired" – the "or" is appropriate when "people who are" precedes it, but when encompassing both groups "and" is better). B uses the non-possessive "Herman" as its subject, avoiding the pronoun problem, and sticks to the stem sentence's information clearly and concisely.

I can see why B is right, although I agree with gmat1393 but I also saw this links http://www.europarl.europa.eu/news/en/p ... s-to-books and other links where it is written "blind and visually impaired" I am kind of confused.
