Hiring of International Students & the H1-B Conundrum

Hi -
I'm an international student and was planning to apply for fall 2013. Given the economic condition in the U.S and the many changes in the visa regulations (H1-B etc) for foreign nationals, I would like to know :
1. How has international student on-campus recruitment been so far ? Most schools show 85-95 % employment, but how hard is it really to find a good job for intl students ? Do they tend to have fewer options ? Harder to find visa sponsors ?
2. My understanding of foreign nationals already in the states, especially those who have completed an M.S degree in the U.S is that they no longer qualify for the 1 yr OPT. Also, possibly there are only 2 ways to get hired oncampus : Either have a job offer on the day they graduate OR ensure they have some H1B time left on their visa so they are hire-able. Is my understanding right ? IF NOT, can someone please tell me if there's a third option (not including Green card thru spouse etc).
