The moment I saw propose my subjunctive verb form bell started ringing but sadly there seems no such condition here.
So the next thing is looking for parallelism motivated by X and not by Y
A, B and D are out.
Between C and E
In C use of were after and distorts the parallelism.
E is the answer.
