Went for E...

It should be BY FEAR not FOR FEAR

Therefore A , B were easy elimination...

D hardly makes any sense...

So now between C and E

E has better structure with its parallelism kept intact than C does...

So i think it's E....

His disagreement with Thomas Hobbes’ assumption that man’s nature was inherently evil led John Locke in 1689 to propose a theory of government in which people were motivated by a desire to cooperate and not fear.

A) in which people were motivated by a desire to cooperate and not fear Incorrect

missing by

B) in which people were motivated by a desire for cooperation and not for fear Incorrect

motivated by a desire not for fear - sounds weird, parallelism error

C) in which people were motivated by a desire for cooperation and were not by fear Incorrect

meaning is not clear - ................were not by fear

D) in which a desire for cooperation was motivating people, not fear Incorrect

tense problem and changes meaning

E) in which people were motivated by a desire for cooperation and not by fear Correct

clear meaning -
...................were motivated by a desire for cooperation
and not by fear ...
