I am an international Asian candidate - joint degree candidate for MPA- MBA. does applying for financial aid weaken chances of admissions for HKS? Is it actually merit based? Alternatively will not applying for financial aid give off the vibe that one doesn't intent to be in the development sector that is generally low paying?

As I understand it, HKS has very limited aid available. Supposedly, according to HKS, almost 60 percent of their students receive aid, but I'm not exactly sure how much they get.

ALWAYS APPLY FOR THE MERIT BASED AID!
It does not affect your chances of getting an admit.

Conversely, If you don't -> The Adcom might think as to why you didn't.
