spreading is present in the non underlined part so to make it parallel, embracing should be there which is present only in A & D.
In A, they is plural which is wrong.singular verb to be used for HORACE. So D is correct.

A small correction, the noun that "they" refers to in Option A is actually "the Roman Empire", not "Horace"; the usage is still incorrect, of course, as "Roman Empire" is also a singular noun, as it refers to the entity "the Roman Empire", not to the people who made up the Empire and who, in a practical sense, performed the action of conquering.
