POE - Notice the comma after Utility bills, We can eliminate D and E as comma can't come before that.
Now A,B,C are left. Utility bills is plural, so it will take plural verb precipitates . So A is eliminated.
between B and C , Since Housing experts are predicting, Future tense should be used.

That + preceding comma = wrong. D and E eliminated.
X = Tiny house movement will explode
Y = precipitate demand for homes....
Y will happen only after X happens. X is in future tense therefore Y will also happen in future after X. Eliminate A and B as they have present tense.
