We need to compare Houston's area(Square mileage) with New York's Area (Square mileage).
A. about four times as large as New York City but only two million in population, where many : Houston's area is being compared with New York city, wrong comparison.INCORRECT.
'
B. of about four times the large size of New York City is, but in Houston there is a population of only two million, and many : " four times the large size of New York City is " totally awkward construction.INCORRECT.
C. that is about four times the large size as New York City's square mileage, but in Houston with a population of only two million people, many of them : "the large size as New York City's square mileage" awkward construction INCORRECT.
D.quadruple to the size of New York City, but only two million in population, and many : Comparison is correct but " quadruple to the size of New York City" is passive construction, active construction is preferred.INCORRECT.
E.quadruple that of New York City but a population of only two million, many of whom: Correctly compares the size of Houston to the size of New York, "THAT" stands for " Square Mileage" of New York. The construction here is better than in D because here we use " ACTIVE " voice. CORRECT.
