I can't attempt more than 20-25 questions. I end up spending 2-5 minutes in each of 4-5 questions in the first 20 questions and then left with around 10 minutes, after which it's chaos where I'm making guesses just to attempt all questions. This has been a repetitive behavior. I can decide to leave the question after 2mins but sometimes they turn out to be easy/medium ones and hurt the score badly. What is the right decision to complete the section, leave some easy/medium questions in the first half, or make guesses in the last 10 questions (usually 3 end up being correct)?

Spending up to 5 minutes on some questions isn't working out for you. So, regardless of the fact that you may miss an easy or medium question, if you get the sense that you are going to end up spending 5 minutes on a question, you should probably ditch the question and move on to the next one. Most of the time, questions that take you that long will likely be hard questions anyway.
That said, if easy or medium verbal questions can take you well over two minutes to answer, then probably, you need to prepare more for verbal in order to achieve your score goal.
