Typically we need distance and (average) velocity to find the time. Notice we are given the bridge is half a mile long.
Statement 1:From this statement we can gather we may need the truck's length, so the bridge's distance alone is probably not enough to find the real distance. Either way, we have the bridge's length and the truck's length so we can find any distance the question asks for. We are also given the speed so this is sufficient.
Statement 2:Insufficient.
