I would say, if you start around 600 and study regularly (atleast 2 hrs a day) for 5-6 months you should be able to reach 700.

Depends on your starting point and how much effort you need to put in.
The most improvement i have seen was 300 points (this guy).

I spent 3.5 months on about 200 points of improvement... really depends on your effort, materials, and focus.
