1) If Doug were to divide the marbles into 5 portions of equal number of marbles then he would have had 3 marbles left over
2) If Doug were to divide the marbles into 9 portions of equal number of marbles then he would have had 7 marbles left over

each statement alone is insufficient ...
combining we again have as many combinations
as per (1) let x nos. of marbles doug divided into each portion then
5x+3 of total marbles
similarly from (2) 9x+7 marbles he have

so if x =4 then 9x+7 = 43
or if x =9 then 9x+7 = 88

Combined
5x+3 = 3, 8, 13, 18, 23, 28, 33, 38, 43, 48.. .. 133
9x+7 = 7, 16, 25, 34, 43, 52, 61, 70.... 133

x = 43, 133 ...

As a rule - the number of marbles equal to LCM of (9 and 5) + the first common number of marbles(43).
So the possible solution would be in the form of = 45K + 43 (where K=1,2,3...)

Hence neither statement alone, nor both the statement together are sufficient to answer this question.
