I agree with your approach. Can you please clarify what is wrong with the following technique?

1st digit can be chosen in 5 ways (0,1,3,4,5). This can also be 0
2nd digit can be chosen in 4 ways
.
.
Last digit can be chosen in 1 way.

5!=120. Now, this # excludes some 4-digit numbers.

Consider this: when you have 0 as the first digit (so when you have a 4-digit number), you can have only 4-digit numbers with 1, 3, 4, and 5, thus excluding 4-digit numbers with 0. For example, 1034, 1035, 3450, ...

Any general approach for solving these kind of problems?

For example,

Using digits 5,6,0,7,9 how many numbers greater than 1000 can be created? (This I have just created off hand. So there is no OA)

General approach would be logic and common sense...
