Bunuel, shouldn't the answer be 6 considering numbers can interchange?

No, we are not asked about the ordered pairs, so (7,23) is the same as (23,7).

that is the definition of an "unordered pair"

where the interchange won't matter

but in ordered pair, the interchange does matter

for eg, if a = 7, b = 23
I can form another pair where a= 23, and b = 7
