One vote for E.
(1) 3/4 of employees are clerical, avg salary of $16,020. We do not know 1/4 of employees is clerical or their salaries are$16,020 too? --> insufficient
(2) We did not know the average salary the old group or did the average salary of 8% is still the same as the old one--> insufficient
(1)& (2)--> insufficient

Annual payroll: \$2,342,000
Let Number of Employees: $$4X$$

1) Avg salary of $$3X=16,020$$ => $$3X*16020+X*Y=2342000$$
can't solve since avg salary, Y, of 1/4th is not known.

2) $$0.08*4X*Z=2548000-2342000$$
can't solve since avg salary, Z, of the new employees is not known.

1)&2): can't solve since Y and Z are independent.

Hence E.

I usually see some DS questions like this where DEFINITE NUMBERs/ VALUEs are asked ,but only ratios/ percentage references are given in the questions as well as in the options.(like in this question the number of employees is asked but there is no reference of NUMBER OF EMPLOYEES anywhere). I usually assume, it cannot be solved with given information and select answer as E. Is there anything wrong with my assumption?
