SOLUTION:

Since the groups are not overlapping, it shall be a simple addition.
However, the absolute number shall be in thousands as the data is in thousands.
Thus, 10123 + 6412 = 16535 thousands
= 16535000 (OPTION C)

How many people in the region are under 20 years old?
Only number of people in first two age groups are under 20 years
hence 10123+6412 = 16535 thousand of people are there
