001 to 500 : 500 numbers, 3 stokes each = 1500 stokes.
First 99 digits will have 1 extra zero at the hundreds place. = 99 strokes
First 9 digits will have 1 extra zero at tens place. = 9 strokes

Total strokes = 1500 - (99+9) = 1392

First 500 positive integers,
Say, it's 000 to 499
Now total numbers of individual character are 3x500=1500
Now removing 000 i.e., 3 strokes, 1500-3=1497,
Again removing 0's from tens place (single digit numbers) i.e., 9 strokes, 1497-9= 1488
Further removing 0's from hundreds place (both single and two digit numbers) i.e., 99 strokes, 1488-99= 1389
As we have removed 000 so in the list we have only 499 positive integers
Finally adding the 500th number which has got 3 strokes, 1389+3= 1392

IMO ans is C.
