How should probs like these be interpreted?

W is a set of numbers {1,2,3,4,5}. How many numbers less than 500 can be arranged by using the set W, provided that repitions are permitted?

Does less than 500 mean how many numbers < 500

or

does "less than 500" mean to subtract the final answer from 500. I'm more than certain that it's the former way. I just wanna check that I'm correct.

To me, it means, numbers that are not 500 or more, ie, 1 to 499

From the context of the question it makes the most sense to read it as any number that is less than 500. I wouldn't read it as asking you to subtract 500 from anything.

1,2,3,4,5 are number. How many less than 500.

One digit number 5C1 = 5
Two digit numbers 5^2 as repitition is allowed
Three digit number

= Total three digit numbers - three digit numbers that start with 5
5^3 - 5^2

Add all of these we get 130 as answer.
