Good question. I tried it, While my computer was being restarted and prepared for test start, I started scribbling some maths formulas on the pad. The lady in charge immediately told me off, took away my pad and gave me a new one.
Dont bother trying anything like this before the test starts. However once the test has started and if u have some extra time (for instance if you finish an essay early), I dont think there are any issues with it.

Iam using A-4 size papers for practise. For each question here is the format I use. Example for question 5.

This format helps me to do POE.
On the actual GMAT are we allowed to develop grids like the ones mentioned above on the notepads before starting the test.
I mean are we allowed to scribble on the note pads before starting the exam?
