I came across this wonderful book today: How to Read a Book by Mortimer J. Adler. This is a classic book on reading and comprehension of written material; fiction or non-fiction. It may be another book on your long list of "to read" books but this one, I believe, deserves a bump up to the top of your list.
Google "mortimer adler how to read a book" and you will find it on Amazon.
There is also an audiobook version of the same. Dig around a bit and you will find it.

You could also just "practice reading" by reading newspapers, magazines, and such. But I guess if you're in a time crunch this is the way to go.
