It is C.
The statement say that there are no correlation between budget deficits and trade deficits. C can be correctly inferred. If there is no correlation, then adjusting any of those numbers will not affect another.
I can see why you picked B though. Read the sentence more carefully. You CAN compare the deficit figures - as said so in the last part of the statement - but only those of the same type. While you can't compare budget deficit to trade deficit (and this is why you picked B), you can compare trade/budget deficit of one country with a trade/budget deficit of another country.

I don't understand why people putting images in a word document when they can just attach the picture image in their posts. More work for the person who ask the question and more work for people who try to answer the question = less participation.
