Unionized women are doing the collective bargain for higher wages and ununionized women are reaping the benifit of it in certain industry. D is the answer.

now the math part :
average salary of unionnized women > (1+1/3) * (average salary of ununionized women)
i.e unionized ladies earn 33% more than do their ununionized counter part.
