I know for the other sections it's easy to hard.
Is that philosophy true for the reading comprehension portion too? Easy passages to hard passages, and within the passages the questions are easy to hard.

Not necessarily. As you know, the verbal section will not begin with an RC, and when you get your first RC is dependent on the algorithm itself - it is difficult to predict.
The order of easy to difficult does not seem to apply to RC - people have been known to get hard RCs up front followed by a small,easy one towards the end of the exam. Within the passages themselves the order followed is generally easy to hard, but this is to a large extent dependent on perception. Some people find 'the main point of the author is that.....' questions hard while some others struggle with the 'with which of the following would the agree necessarily agre....?' type.
This said, I would also like to add that for the CR and SC questions too, difficulty is a subjective concept. You may find an easy question difficult or vice versa depending on how comfortable you are with a certain concept.
My advice - don't try to second guess the scoring algorithm while taking the test. Focus on doing each question right. And forget about the ones that are done.
