Your post is a bit light on the details, so it might help if you could provide more information about your situation:
1) What specific application deadline were you facing?
2) When did you pay to reactivate your score?
3) When you say that "nothing happened", what does that mean exactly? Were you charged? Did you receive a confirmation email after the transaction?
4) Have you actually tried contacting GMAC directly about this issue?

Were you able to get the reinstated score? Some times GMAC takes sometime to reinstate the score. I am assuming that is what would have happened.
