The graph above shows the number of boating casualties by vessel type for a given state in 2018, categorized as Deaths by Drowning, Other Deaths, and Non-Fatal Injuries.

From the graph, we need the highest ratio of deaths by drowning to all deaths for a given vessel type. So for each vessel type, compare the gray bar to the total of the gray and light blue bars. This ratio is highest for Canoe users.
 
 Drop-down 2: 
 
For Canoe users, the gray bar is 100, and the light blue bar is 20. Thus, deaths by drowning made up
 
 \frac{100}{100+20}\approx 85\% 
 
of all deaths among Canoe users.

I like the solution - it’s helpful. Great Question! What strategies can be used to do this question faster? Eg: noticing that the 'deaths for drowning' share for Personal Watercraft looks low via observation so we will not calculate the ratio for Personal Watercraft.

I agree but on what basis are we able to exclude Pontoon? Everything is too narrow. and it might be close to Canoe.

You can still compare the proportions even if the bars are narrow. For Pontoon, the light blue portion is relatively large compared with the gray portion, while for Canoe the light blue portion is much smaller compared with the gray portion. So Canoe clearly has the greater share of deaths by drowning.
