Furthermore, it is known that aquaculture plays an important role in producing many popular seafood products.

How can we say that Restrenica produces fewer seafood products via aquaculture than do other counties?
We just know that Restrenica ranks 17th among all the counties, and we don't even know how many counties are there in total.

What if there are more than 17 counties, then Restrenica can't be the county that produces fewer seafood products than do other counties.

Please help

Agreed with  arya251294

Also "Restrenica produces fewer seafood products" implies that it produces fewer number of products, which cannot be inferred.

I guess Option A can be fairly inferred.
