• Since the statement claims that the ratio of projects to employees in R&D in North America was the highest in 2023, we can quickly check departments with either very high projects or very low number of employees. (Employee counts are given in hundreds, but we can ignore the two zeros for all departments since the ratio comparisons will remain the same.)
R&D in North America had 20 projects and 10 employees — a ratio of 2 projects per employee.
Marketing in Asia had 30 projects and 7 employees — a ratio of approximately 4.29 projects per employee, which already exceeds R&D’s ratio.

I am not sure, but I believe the second statement needs to be updated, not making logical sense of what to expect from the second choice.
After getting confused for 2 minutes, I calculated sales for individual regions for 2021 and checked whether the 2023 value was above 125% of the 2021 value for a specific region.
