We are looking for a pair of companies where one company's shipment volume (in kilotons) is exactly 1.6 times that of another. Since all shipment volumes are whole numbers, multiplying the smaller company's volume by 1.6 must also result in a whole number.
The only company whose shipment volume, when multiplied by 1.6, results in an integer is Company B, with 5 kilotons. 5 * 1.6 = 8 kilotons, which matches the volume of Company D. Therefore, Company D, with 8 kilotons, handled exactly 60% more shipments than Company B, with 5 kilotons.
