Bunuel when it is stated each one gets a different number of tickets, should we count "0" i.e. one who did not get any ticket. Different number of tickets, I think, does not include "no ticket"
Yes, 0 must be considered. “Different number of tickets” means different counts, and 0 is a valid count.

each ticket was assigned to exactly one agent - I have a doubt on this line. If its saying 'each ticket', then how come 0 is considered?

That line applies to tickets, not to agents. “Each ticket was assigned to exactly one agent” only means no ticket was left unassigned and no ticket was assigned to more than one agent. It does not say that each agent received a ticket. So an agent can still receive 0 tickets.
