I believe that "of" is necessary to compare the average price of last last week with the average price of today.
Instead of writing 10 cents more than the average price of a week ago, the author has written 10 cents more than that of a week ago. That is the pronoun of average price. You still need an of to 'connect' that to a 'week ago'.
If it still does not make sense, write 'average price' instead of 'that' in the sentence and you will see that the 'of' is needed.
