x< 1 - 0.001
=> x < 0.999
iso x can be 0.998 or it can be 0.777 or 0.111
so can't say

From 2

x> 1- .008
i.e x> .992
Also given x<1
hence hundreths is always 9..

1. x+0.001<1
if x =0.998
then x+0.001 < 1 and hundredths digit=9
if x= 0.001
then x+0.001<1 but hundredths digit <> 9
insufficient

2. x+0.008 > 1
the lowest possible value of x in this case is
x>0.992
thus hundredths digit will always be 9 in this case
