\(2^{a + 2} - 2^{a – 2} = 15* 4^b\);
Factor out \(2^{a-2}\):
\(2^{a - 2}(2^4 - 1) = 15* 4^b\);
\(2^{a - 2}*15 = 15* 4^b\);
\(2^{a - 2} = 4^b\);
\(2^{a - 2} = 2^{2b}\);
\(a - 2 = 2b\);
\(b = \frac{a}{2} - 1\).
Answer: C.

\(\frac{15*2^a}{4} = 15*2^{2b}\)
\(2^a = 2^{2b+2}\)
a = 2b+2
\(b = \frac{a-2}{2} = \frac{a}{2} - 1\)
