Since we need 24 kilograms to make 300 tarts, in order to make 1 tart we need $$\frac{24}{300}$$ kilograms.

Therefore, we need $$\frac{24}{300} * 45 = \frac{18}{5}$$ kilograms(Option C) of flour to make 45 tarts.
