"Distance from the center of the floor to the edge of the floor" is simply radius of the circle

S of rectangular rug = x*y
S of circular floor = $$piR^2$$

S of rectangular rug = 3/5 * S of circular floor
x*y=3/5*$$piR^2$$
$$R^2$$=$${\frac{5xy}{3 pi}}$$
$$R$$=$$\sqrt{\frac{5xy}{3 \pi}}$$
