$$0.35*x = 140$$ -> x = $$\frac{140}{0.35} = \frac{140 * 100}{35} = 400$$

Therefore, 20 percent of x is $$0.2*400 = 80$$(Option C)

Another way to calculate this, which requires less arithmetic, is by estimation.
This is an Alternative approach.

Since 20% is a bit more than half of 35%, then we want a bit more than half of 140.
That is, we want a bit more than 70.

Only (C) fits.

If you see that the answers are relatively far apart from each other, estimation can be a great way to go!

35% of x = 140
(35/100)x = 140
35x = 140*100
35x = 14000
x = 400

we are asked to find out 20% of x

20% of 400
= (20/100)*400
=80

Thus the best answer is C.
