from thw given condition,

b+3b -a-3a = 4

rearrange ,

b-a + 3b - 3a = 4

b-a + 3(b-a) = 4

(b-a)(1+3) = 4

b-a = 4/4
b-a = 1
a-b = -1

a + 3a is 4 less than b + 3b ==> 4a=4b-4 ==> 4a-4b = -4==> a-b =-1

4a=4b-4
a=b-1
a-b=-1
