simple and straight....
a-b > 7
the least possible value of a-b is 8.
a-b =8
As b is odd, even numbers less than b will be b-1, b-3, b-5....etc. let c = b-1, b-2, b-3
to keep the value of a-c to be the least positive, the value of c should be the highest. That means c = b-1
a-c = a-(b-1) = a-b +1 = 8+ 1 =9
Answer is 'C'.

For some reason , when I first read the question stem, I understood "an even number less than b" as "b-even number".
