a and b are both double digit no and as given a is greater than 60 so 99 as highest 2 digit no, and for b will be 79 as before 80, 79 is highest. so 79*99= 7821 which is closest to 8000. hence option D

If a and b are two-digit integers such that a > 60 and b < 80, which of the following is closest to the maximum possible value of ab ?

(A) 490
(B) 4,800
(C) 5,600
(D) 8,000
(E) 10,000

Focus, "two-digit"

max for a will be 99, for b will be 79

ab= 7800ish

closest=8000
