1 says a is negative. Therefore, lyl-a ≠ 0.
lyl - b=0
lyl=b. b can be equal to 0. Then y has a single solution. b can be not equal to 0. Then y has 2 solutions.
Hence not sufficient.
2 says b is not negative. It does not say anything about a. Hence not sufficient.
1 and 2 combined also does not add any extra information that we derived from 1 alone.
Hence not sufficient.
