It's clear that whoever wrote this question is trying to be 'tricky' by not telling you that b is positive, but by including "√b" in the problem, which is only defined if b is positive (or zero). That's what makes Statement 1 have only one solution (and Statement 2 is clearly sufficient alone) so the answer is D.
But if a question is going to include the expression √b, the question needs to tell you explicitly that b is positive (or zero), since a GMAT question can't present you with potentially undefined expressions. So the 'trick' the question designer is trying to use here is one you'd never see on the actual test. What is the source?
