i'd say that each statement alone is sufficient.
st1: a=-b => a+b=0
it also means that a and b are either both 0 (which means that a+b=ab)
or that they have different signs which means that ab<0=a+b.
in both cases a+b is not smaller than ab. hence sufficient
st2. if a=-3 then b=3 (from |a|=b), so this is a special case of st1. hence sufficient.
