The rectangular picture measures 4 feet from side to side, hence, the length of the picture is 4 ft.

Since, it is hung exactly in the middle of the wall,
the picture must be hung such that x feet is remaining on both the sides of the wall.

Mathematically this can be represented as $$2x + 4 = 13$$
Therefore, $$x = \frac{9}{2} = 4.5$$

The left edge of the picture is 4.5 feet from the left edge of the wall(Option C)

distance between left edge of the picture and the left edge of the wall = 13/2 - 4/2 = 6.5 - 2 = 4.5
