Given, b = 0.cdef where c, d, e and f represent non-zero digits.
Question stem:- b=?
St1:-10,000*b is divisible by 4938
or, 10000*0.cdef=cdef is divisible by 4938.
This holds true when cdef is a multiple of 4938 and (cdef)<10,000 (because maximum value of cdef is 9999 as c,d,e,and f are non-zero digits )
Hence, cdef=4938 and cdef=2*4938=9876
So b has two values 0.4938 and 0.9876.
Insufficient.

St2:-c > d > e > f and f = 6
when f=6 , Since we have to arrange them in descending order. Hence c=9,d=8,e=7.
So, b=0.9876
Sufficient.
