My vote for C.
According to me:
E is attempting and close. because if u think WOULD=MAY. THEY=CARBON EMISSIONS, E seems to be true. However, Problem with this choice is that it tends to compare LEVEL of Carbon emission (2010) with Carbon emissions itself (1990).

C is correct, because sentence seems to compare LEVELs of carbon emissions in 2010 and 1990.

If present tense, then (will + present tense) – eliminate C, D and E
“Level” is compared – Eliminate A as it ha plural reference


(A) will soar to a level more than one-third higher than were those
(B) will soar to a level more than one-third higher than that
(C) would soar to a level more than one-third higher than it was
(D) would soar to a level more than one-third higher than those
(E) would soar to a level more than one-third higher than they were

Answer: B
