I think it is B,

1st statement just restated given information about difference in wages. INSUFF

2nd statement gives enough info to calculate price of jacket.

4x-5y=0
x+y= 43.75

SUFF
just solve system of equations

x*4 = 5*y

x = 5/4*y

statement I

Tom makes 20% less per hour than Jim does.

y = 4/5*x

5*y = 4*x

5/4*y = x

will not add new information

insufficient

statement II

x = 5/4y

x + y = 43.75

5/4y+y = 43.75

10/5y = 43.75

sufficient

the answer is (B)

(1) y = .8x => 4x = 5y.... INSUFF
