a = 0.0025 = 25 x 10^-4
b = 0.025 = 25 x 10^-3
c = 0.00025 = 25 x 10^-5

abc x 10^k = ($$25^3$$) x (10^-12) x ($$10^k$$)

The least possible value of k is 12. This will make the above term an integer.
