(1) Line M has a slope less than 1.
(2) Line M has a slope less than 0.

Statement 1
Slope less than 1 means that the slope can be 0,-1 etc

If it is 0, it is parallel to x axis but it can be parallel either Quadrant 1 and Quadrant 2 or Quadrant 3 and Quadrant 4.
Hence we can not clearly tell if it passes through Quadrant 2 or not.

Statement 2

It mentions that the slope is less than 0 therefore value is negative.
For any line with a negative slope, it is downward sloping.
Therefore it will pass through Quadrant 2.
