Should be 20%/80% = 25%

Let Feb production be 100.

March Production be 80

In April Production should reach to reach to Feb Production level, i.e 100

By Applying Percent change Formula:

Percent change = Prcnt chg./Org. Perc * 100 = 100 - 80/80 * 100 = 25.
