This seems to be a poor quality ques because the statements say combined weight of oil and water but I think they should have mentioned combined weight of oil, water and beaker

Hey, I rechecked from the original source and I've copied the question correctly. This ques is from Manhattan Arithmetic Guide 6th edition. I guess you're correct though as I too feel this is a poor quality ques and while solving this guide, I found too many printing mistakes so this might be one of those.
