(1) q/3 is an integer. Then, $$q/3\frac{6}{3}=integer$$ and $$q=even$$ or, $$q/3\frac{9}{3}=integer$$ and $$q=odd$$; insufficient.

(2) 3q is an integer. Then, $$q$$ could be anything; insufficient.

(1)+(2). We cannot determine with both info what $$q$$ is; insufficient.
