(A) one or other national states
(B) one or another national state
(C) one or the other national state
(D) some or another of the national states
(E) each and every national state

I broke my pencil; give me another (= any other among several).
I broke my pencil; give me the other (= only one other is available).

Based on this:-
A.) one or other national states --- I think states is not correct here..It should be state.. Incorrect
B.) Correct usage.
c.) one or the other national state -- incorrect ..it implies only 2 options are there..
D.) some or another , incorrect..some can not be used with another in this context.
E.) distorts meaning..it implies every state owns more than 30% share..INcorrect.

I go with C.

I think the sentence refers to two options to indicate either - or. If you rephrase the sentence with either or -

....more than thirty per cent of the world’s ocean area would come under the jurisdiction of either ONE state or THE OTHER state [NOT TO EVERYOTHER ESTATE]

If you use ONE - ANOTHER, it implies that the ocean area belongs to ONE STATE or to ALL the other states.

But the original sentence implies - ocean area belogs to ONE steate or ONE of the other states. So, EACH - OTHER usage is correct.

I am eager to see the OE.

Generally, the other means the second one. In other words, we can only use the other one when we are talking about only two things, such as our eyes, feet, ears, hands, or legs.

For example, I have two sisters. One is a doctor, and the other one is an artist.

This is a good question.

And baten80 gave a very good explanation.
